It's incredible that the regimes logic is failing them. There are only a handful of small OWS sites. If they cannot find the guy in these sites... they need to increase their chances. What they should be doing is encouraging MORE OWS sites, and encourage the existing ones to GROW. That way, with more OWSers, they will have more places to search and look for the guy!
