"....so I think if you're going to allow this you should also expand this ordinance to include the ability of the police department and code compliance to purchase smartphones for their volunteers."
Great. Nice that we now facilitate the nosy neighbors who already have nothing useful to do for themselves.

I’d ask the trans-gender green sanctuary city Marxist council member when the council is going to formally announce Austin’s name change to Moscow on the Kolorado. After all, the main thoroughfare along the river is already named in honor of Cesar Chavez, a cherished Marxist-socialist. Now, they can have their own citizen volunteer Stasi to rely on to spy on each other instead of actually fixing their crappy downtown parking.

If you aren’t earning enough money to buy a cell phone you should be focused on something other than handicap parking tickets and ratting your neighbors out for code violations.

I see this ending very badly the first time Donnie or Debbie Do-right get caught snapping pics of a car that belongs to Manuel of the Mexican Cartel or Kanye, enforcer for the Crypts...

I can see it now....my truck has bumper stickers that say: “IMPEACH OBAMA”. United States Marine Corps, “NOT ON OUR WATCH” and “OATH KEEPER”.
How many albums of pictures will be sent in the first day?
Care to take a WAG?

Good idea. Follow the council persons around to ticket them. That’d be fun.

These will be civil fines, not criminal. Just like the red light tickets. You can contest it, but not by jury.
Making all of these civil fines greatly lowers the burden of the state to prove you did something to warrant the fine.

Exempt from being issued parking tickets:
1) Customers at Oilcan Harry’s
2) ANYONE illegal parked who is attending OWS at City Hall
3) City Council Members
4) Illegally parked vehicles with Obama 2012 bumper stickers.
5) Any holier than holy environmentalist driving an electrical car
To: apillar
Why? Neither one is going to pay the ticket or suffer any consequences...

Why don’t they just deputize them and allow they to shoot illegal parkers on sight. /sar
Seriously, SciFi writer Larry Niven warned of such a thing in his “Tales of Known Space” written 30years ago.

Can you demand a trial by jury for a parking ticket? No, the administrative law bastards created the classification of "infraction" deliberately to deny the Constitutional right to Trial by Jury and the right to face your accuser. The snitch will remain anonymous, and you will have to pay the fine in full before you can even see a judge.
