Boner has been a huge major disappointment . . . but on the other hand, who could have expected this RINO to have changed because of what happened a year ago. House Speaker John Boehner (R-Ohio) indicated at a press briefing Thursday that the House Republican leadership is not ruling out the possibility that it will support a balanced budget amendment that does not cap federal spending as a percentage of Gross Domestic Product or require a supermajority in Congress to increase taxes.

It may be a "weak" Balanced Budget Amendment, but I'd take that over none at all. I think that the limit on federal government spending (as a percent of GDP) is a good idea, but I'll suggest that it be proposed as a separate amendment.

That would decouple fiscal responsibility from the size of the federal government, and the states can decide whether to ratify one or the other, or both. There might even be a different set of states voting for ratification of each.

What should the threshold be? For political reasons, I'll suggest 20 percent, because Republicans can't be demagogued for exceeding it while they controlled Congress. However, it might only be symbolic anyway, because unless the methodology for calculating GDP is spelled out, it will just be manipulated anyway.
