Methinks that some government check signer told the Hotel that this was an acceptable price.
They aren’t allowed to expense booze so the hotels provide “free” booze and then jack up the cost of everything else.

Maybe they only ate the tops. Disposing of the stumps can be quite difficult, raising the price considerably.

Didn’t Neiman Marcus have a recipe for a very expensive cooky years ago?
Of course, the food was pretty expensive: much more than a similar meal in a decent restaurant. But, when planning an event for an unknown number of people, it made it possible to budget based on head-count, rather than committing a large amount of money to renting the ballroom.
I don't know if that's what happened in this particular case. But, I suspect that the event holder was paying for a lot more than a muffin. The muffin just happened to be the only tangible item. If that's true, the auditors should be ashamed of themselves for such an accusation.
Personally, I’d prefer the scotch as a chaser to the muffin :-)
