You want to bet me that Herman Cain will win the Republican nomination? Sure, I will take that bet. Absolutely. I am certain Cain will absolutely not be the nominee and I'd be happy to bet whatever you like on it.

The key to a national sales tax is language (or an amendment to the Constitution) that requires a 2/3 supermajority in both houses of Congress to change the tax rate.
