Yes, they jack their prices to make it work.
If you are a good driver, the majority of the cost of the insurance isn’t reduced by not driving the car.

There are a whole lot of Californians who are going to be awfully mad at this. The commuters are going to be very upset that others will pay less.
I bet the people behind this effort are those who are pushing the "fast-speed" trains...unions and such.
