Or: Do you feel sillily or just silly?
If badly modifies feel, then the speaker is saying that his ability to feel is somehow impaired.
A person with very poor, uncorrected eyesight sees badly, and because of that, the person may feel bad.
It's one of those pesky, Gregg-Manual, rule exceptions that trip people up all the time.

Thank you. I hope everyone becomes aware of the actual animosity that the Obamaites have for people they perceive as their ‘enemies.’
They have a more knee-jerk reaction of anger at a Republican in power, than they do to any country’s leader who is a despot.
"Liberals" persistently insist that those who disagree with them are stupid - meaning that they are smart by comparison. "Liberals" (and "objective" journalists, same thing) are sophists. They resort to ad hominem argumentation, and do not restrict their attention to facts and logic.
- sophist
- 1542, earlier sophister (c.1380), from L. sophista, sophistes, from Gk. sophistes, from sophizesthai "to become wise or learned," from sophos "wise, clever," of unknown origin. Gk. sophistes came to mean "one who gives intellectual instruction for pay," and, contrasted with "philosopher," it became a term of contempt. Ancient sophists were famous for their clever, specious arguments.
- philosopher
- O.E. philosophe, from L. philosophus, from Gk. philosophos "philosopher," lit. "lover of wisdom," from philos "loving" + sophos "wise, a sage."
"Pythagoras was the first who called himself philosophos, instead of sophos, 'wise man,' since this latter term was suggestive of immodesty." [Klein]
