FEC did require Obama to return the small donations they could prove were bogus however, they didn't keep an eagle eye on him in light of the fact they had already found him cheating. In that sense, they half-assedly did their job.
If Obama thinks he can become America's first dictator, I think he underestimates the resolve of bitter clingers.
