You're talking about Dallas's situation, where a reasonably complete road net is being amplified with toll roads.
Maybe you need to have a look at the toll-road proposals Perry and "Toll Road Ric" Williamson (the late) were pushing for Austin. There, the only trunk roads NOT tolled were to be the MoPac and I-35. Everything else was to be tolled. Williamson's battle cry was "toll roads, or slow roads, or no roads!!"
Toll roads in their vision of them a) are not what you think, b) are a substitute revenue source to replace the (missing, in their view) state income tax, and c) a curse on the public.
One of the entailed consequences of tolling is that the development and enlargement of infrastructure comes to a complete halt -- look at maps of northern Ohio, Indiana, and Pennsylvania where big toll roads rule. Ditto New Jersey. The tolling authority uses toll money to go to the lobbying mat in the lege every year to prevent alternative roads from being built. It's a curse on the People. Publicanism always is.

I like Sarah, and Michele, with a nod to Herman Cain. I also like old Fred, but his time is pretty much past, I think, by now. I wish he hadn't had contractual obligations in 2007; but the thought occurs to me, that perhaps the producers of Law & Order contracted him precisely in order to baffle his possibly running for President. And you want to complain that he hasn't raised taxes, but has in effect created a hidden tax by supporting toll roads. That seems to me a mighty big grasp into thin air to come back with anything solid. just sayin...
