Unless proof of their naturalization prior to May 28, 1971 is produced Marco Rubio must be considered as NOT a NATURAL BORN CITIZEN.

Morco's status may be the same as that of Barry Soetoro, aka Barack Hussein Obama who is NOT a NATURAL BORN CITIZEN.

garyb provides the relevant information. In practical terms, it would mean that you would need to pad the margin of victory by enough that the VP candidate an still gain sufficient EVs without any from his home state, or else you risk sending the election of the VP to Congress.
