I followed TARP and the economic collapse closely. I wrote a blog about it before it happened, because I knew it was coming. I sold my house and rented in 2005, and bought back for 1/2 price in 2008. I think a lot of people get TARP mixed up with what the Democrat Congress did later with the stimulus.
But here’s an article. You can google Cain and TARP — not that I hold it against him, but a lot of libertarian/Paul types get the hives.
