Only legals can now get unpaid medical care in Dallas, San Antonio, and Houston hospitals then the budget may have gotten close to balanced. ....
Don't forget that years ago the USSC ruled that hospitals must treat anyone who show up at their Emergency Room doors seeking treatment regardless of citizenship status.
