Sad, but it makes more sense to wait until it’s either condemned or collapses. Only then will the political will be strong enough to replace it. For that reason, it would DEFINITELY make sense to have plans ready to go (shovel ready, you might say)...and then simply put them on the shelf.

We recently had a highway project killed by the EPA. It has been in the planning stages (and costing money) since the 1970s.
Environmentalists suck.

The USA can’t seem to build anything under budget and on schedule. Not just big bridges but defense items too. Too much political corruption and interference. It is always about finding the right cronies and getting contributors involved and making profits. Corruption it at the heart of the problem. Remember the “big dig” in Boston that went on for a decade or longer sucking on taxpayers while contractors and crooked pols got rich.
Something is lacking in our culture that we once had and the lack of plain old ethics is a big part.
