My first reaction was to laugh at the flotation vest until I thought a bit and realized the magical thinking behind it. He heard or saw flak vests used for protection and never stopped to think of why they offered some protection, only "vest" lodged as the operative concept in his brain.

Nahh, he's "Dressing For Success", for his dream job, "Somali Pirate". Either that, or he's going for tryouts at "Liberia's Got Talent!"
