We purchase sealift from the lowest bidder who has proven they can deliver. And, we’ve been doing that since the end of WWII...well, even before that.

The problem with C-17 is it’s relatively small size and little payload.
Standard Antonov cargo jet has twice payload of C-17 and they have bigger Antonov which has a payload of 3 and a half C-17s.
Not only it means you have to send two to four C-17s instead one Russian. There are lot of oversized things you won’t fit inside C-17.
