It's the new policy for the *entire* city of Dallas, not just one idiot there.
I found a wad of cash while in Hawaii ($500). I figured whoever lost it would come looking for it. Sure enough a lady came by frantically looking around. I asked her what was wrong. She said, “I just lost $500!” I said, “Is this it? I found it on the stairs.”
She was shocked. I later saw her in the grocery store buying food. My conscience is clear and I have no regrets.
