Yes. “To cow” means to put another person in a state of fear. That is the verb needed in the headline. Pork (subject) cows (verb) contenders (direct object) would be the accurate, if rather dopey, base sentence.
“To cower” means to expresses fear; this would be the correct verb if the subject were “contenders.”

And as usual, guys like Pawlenty are not only part of the problem, they are the problem. Cut everyone else's share of the bloated pie but don't you dare even look my way. Pawlenty is a damn tit suckling fool!
Don't worry, if AB 80 passes you won't have any say in the presidential nomination process. You'll be voting in June 2012 while the nominee will probably be decided by mid-April.
