OK A friend of mine became suspicious of her upstairs neighbor when he offered to sell her some pills. She reported this to the town cops and ten minutes later he showed up at her door with a 12 gage promising dire consequences if she were to speak with the constabulary again.
It doesn't take much imagination to figure out that someone with the police tipped him off and was probably protecting his operations.

I *HATE* “codes” enforcement.
When I returned home from being deployed to Iraq [via my National Guard unit] I got a job with a landscaper while I was waiting for the next semester. We were about this time of year, late March or early April, testing the watering system for out Church and so we had to turn the water on and observe things. Well there was some runoff into the streat and Codes came by and informed me that it was/is illegal to water during the daytime in the Summer.
Now Summer, as I recall, starts June 21st! ...so why, pray tell, did he feel the need to make any sort of issue?
I believe it is for one simple reason: Power.
