Yes it does and when the rank and file union members realise that the union dues are not automatically deducted from their paychecks I think that many will rejoice that they no longer need to pay for their indentured servitude and will stop paying the unions. A great day it is!
I highly doubt it. They've had three weeks to study the legalities of the issue. The bigger question is what the Democrats did as far as legality. They shirked their duties as representatives of the voting public. The people, not the unions, voted in Wisconsin to represent them. The democrats abdicated their duty to the people.

Tomorrow, an army of very angry union thugs will be descending on the Wisconsin state capitol in Madison. They are furious that the Republican senators voted to pass the collective bargaining provisions of Gov. Scott Walker’s budget reform proposal, without the fiscal portions that required a larger quorum.
They are not just angry–they feel betrayed. And they have been betrayed–by the union leaders and runaway Democrats who promised them that the Republicans would crack. They are going to try to prevent the Wisconsin state assembly from passing the senate’s bill and sending it to Gov. Walker’s desk.
They have been told by the Democrats and the MSNBC commentariat that there are no rules anymore. We can expect them to behave accordingly.
We ask you to go to the state capitol and bring cameras. Send us what you find. We didn’t pick this battle…the public sector unions did. But, we can finish it. We are winning.
The other significant part of this is that unions use other issues to negotiate wages. If, for example, an agreement is ever made on some part of the hiring process, the hiring process then becomes part of the contract and can't be changed without approval from both sides. Unions typically use this to leverage for pay increases. If, for example, the school district wants to change the hiring process, the union will usually agree to the change for say, a 2% pay hike. Limiting negotiations to salaries greatly limits union leverage.
The point you mention is also huge. If people got their paychecks and THEN had to write a check for social security (the whole amount, not the lied about employer contribution coming from the employer), state and federal taxes, you'd see a ton of tax and spenders thrown out of Washington the next election. When people have to write checks to the union each month, a lot of people will drop out.

since the democrats will not return to pass the full spending bill, let the union job firings begin.
This country will truly start to rise again by the strength of men like Walker.
It suddenly struck me, that is exactly what this was. The unions don't care about my family or how hard I work. They just want the free health care and retirement, and to hell with those of us who have to work.

Nope, a quorum is just a simple majority which would be 17. I believe then all you need is 9 votes for the bill to pass.

Voting on eliminating the Unions “collective bargaining” privileges only needs a simple majority to vote and approve it without the financial aspects in the bill.
This should have been done two weeks ago. You give them a couple days to have their little pouting session and if they didn’t come back, this is what you should have done. Now, does it go straight to Governor Walker’s desk for signing or does it have to go to a conference committee with the house since it was stripped out of the original bill?
Might be wrong, but fed employees do not have collective bargaining rights. They always get what they want from the democrats...
