The EPA, as well as the other bloated bureaucracies of government sprawl, have been doing power grabs since the early 1900s. How is this power grab different from all other power grabs?

Upton needs to spend as much energy reversing the mandated demise of the incadescent light bulbs.
Outlawing those is equally unconstitutional.
