Guess where most of the new 8% increase in UC tuition costs is going:
“I think the emphasis is much more on making cuts,” said Blum, who chaired the board until recently. “I think the last thing we want to do is touch student fees, but that depends on what they do to us.”
Blum said most of the newly approved 8 percent tuition hike will be used to cover the system’s massive pension bill - about $175 million for this year alone.”

So the question is, “How do we destroy that relationship?” In other words, how do we get rid of public-employee unions?
I'm aware of two ways:
1. Somehow, repeal the state's enabling legislation that allowed public employee unions. The incoming governor of Wisconsin (a Republican) evidently has a plan to do exactly this.
2. Declare bankruptcy. This action voids any outstanding employment contracts. Counties and municipalities can certainly do this -- and have done it. There is no established mechanism, though, for a state to declare bankruptcy.
But I suspect we're gonna have to find one in the next few years...
