Perhaps you missed it. This Archbishop in the article is not under the Pope. Gregory III, Patriarch of the Church of Antioch, is the spiritual leader of the Melkite Greek Catholic Church.

Here is the list of patriarchs under the Pope that includes Gregory III:

Also, like most other Heads-of-State the Pope has a Press Office.

Fine, but that office has no teaching authority in the Church. Certainly it cannot overrule a Roman Catholic archbishop.

I concede to your passion, yet I feel that you are talking in circles. I never imagined that "teaching authority" mattered regarding a press office. I only considered that a Press Office is asked to speak for the one that hired it. A Press Office is expected to clarify positions of the boss, that is what they do.

Last question, does a Roman Catholic Archbishop wear a crucifix? Your Eastern Archbishop does not.

That is ordinarily a true statement. However, the Vatican is a battlezone of raging warfare between traditionalists and liberals, who often have the upper hand bureaucratically and who control the press office. The archbishop took the side of traditionalists and so the liberals sought to undo the "damage." Prior to about 1885, these battles were fought openly between the Pope and his external enemies. In about 1900, Pope St. Piux X said, "the enemy has now entered the veins of the Church." In about 1970 Paul VI said, "The smoke of Hell has entered the inner sanctum." Since the 1960's, popes have not openly sided with either of the warring parties.

Last question, does a Roman Catholic Archbishop wear a crucifix? Your Eastern Archbishop does not.

Different rites wear different and distinct "uniforms." The same is true of different religious orders.
