It's wrong to explain the law to some groups of people. The rules are:

1) It is now impermissible to explain the law to citizens or illegals of hispanic, middle eastern, and African descent.

2) It is OK to overtly thwart the exercising of constitutional rights by military personnel or people of european or asian descent.
