So, saving about $10 million in salary and benefits for state agencies for unnecessary jobs is a bad thing? The money comes from the taxpayers, correct? I think unemployment benefits run quite a bit less than $100,000 per year per person. What am I missing?

According to this LinkedIn Profile, Mr. Powell worked at the University of Houston. I would not think that's a State Agency.
As for the bad math our author has (speciously?) used, the one percent (his figure) reduction of what I suspect is GROSS revenues would actually be a very attractive when compared with the NET revenue.(I don't think the University of Houston is a state school, btw)
