Did anyone notice that the point of the bill is to "give Obama the ability to tap", but not to give him "the authority to tap".

I'm trying to imagine how you'd do this ~ maybe cut him a new orifice or two into which electronic body impedence plugs would be inserted, then he could go around like a two legged R2D2 "tapping" into the internet at public outlets.
