This is nothing more than classic political corruption, no national energy plan and a bunch of charlatans attempting to make others do what they refuse to; pay for their bad ideas. It really does not have anything to do with environment, power requirements or good planning. This is part of the war on the American Citizenry by the political class; for their friends get what they want while the taxpayer has to foot the bill for their life styles.
Just think about the Kilo Decision; I know this area fairly well, do a maps.google.com on: Goethe Park, Rancho Cordova, CA, this is a whole green belt, which is used as a park land area which runs for many miles. The whole concept that this is a limited area is garbage. Most of the surrounding areas are residential and business; if you’re a friend of government you’ll get what you want as long as you can afford the vig; except the average and honest people do not have that leverage.
