This will not, of course, include persons in the United States who are foreigners, aliens, who belong to families of ambassadors or foreign ministers accredited to the government of the United States, but will include every other class of persons.Rep. Bingham:
[E]very human being born within the jurisdiction of the United States of parents not owing allegiance to any foreign sovereignty is, in the language of your constitution itself a natural-born citizen."Subject to the jurisdiction" denotes membership of a state, not just being subject to its laws:
Although the parties to international law are sovereign states, those states, as we have seen, are composed of individual units, or members, called, variously, citizens or subjects. A citizen or subject may therefore be defined as an individual member of the body politic, owing it the duty of allegiance and support, and entitled, in return, to its protection as to hip person and property. The terms citizen and subject, as used in international law, have precisely the same meaning; they apply to all the inhabitants of a state, of both sexes, and of all ages and conditions, who were born in its allegiance or have acquired the quality of citizenship by naturalization.

If a foreign army invaded the United States, and a female member of that army gave birth in the U.S. while engaging in that invasion, would that baby automatically be a U.S. citizen? According to the libs who have been misinterpreting the 14th Amendment for decades the answer would be Yes. However, according to the original intent of the 14th Amendment, and the actual application of the law, the answer would be No.
Illegals are invaders. Their spawn born in the U.S. are not American citizens.
“No, even transient foreigners are subject to our jurisdiction when they are here.”
No, no, no. They must follow our laws, or be exposed to the penalties for breaking them. But they are not subject to the jurisdiction of the United States. Contrary to what another poster said, illegals are NOT required to register for selective service (if they were subject to U.S. jurisdiction they would be). They are NOT subject to be called for jury duty. They are NOT allowed to legally purchase or possess firearms. They are NOT allowed to vote (legally). And that’s just a sample.
