Plead guilty to sexual assault and just go away.
They didn't give up, they already passed it. Now the EPA is allowed to shut down refineries and power plants for bogus reasons (not meeting some CAA paperwork, but really because they want to kill them). Then the same companies are bribed/forced to use "alternatives" by the EPA and DoE.
To continue the Gore theme, there are carrots and sticks in the hands of EPA and the administration, they don't need a cap and trade bill at all.
