Do you think this large ship will do this out of the goodness of their government? No a chance. Only the USA gives stuff out for free.

The dispersant, which is less toxic to fish and shrimp than Tide, Dawn and other common products, degrades naturally over about 3 weeks. There is no reason to remove it. It has worked, making the crude available to naturally present microbes, who eat it, then die.
All the byproducts of degraded crude sink to the bottom where they support an entire ecosystem. It has been this way since the beginnings of the Earth. The dispersant accelerates the degradation of the crude, which is a natural element continually present in the ecosystem. The dispersant is a good thing.
Sorry, but the dispersant was totally unnecessary.
The water is already loaded with bacteria that naturally decompose the oil, which is a completely natural substance.
The dispersant is toxic to those bacteria, as the leading experts on oil cleanup have stated. I never suggested using Tide, nor Dawn, neither of which is a natural substance.
The Dutch, Norweigian, and French have quite a number of skimmer ships, most of which were designed and built from keel up to be skimmers.
