Notice that “highly-visible” is the central adjective in this quote. Not “vital to our nation”, “vital to our well-being”, or “vital to our ecomony”, but “visible”.
Yes, my friends, the most important attribute of the jobs being “created” by spending almost a trillion dollars of non-existent money is that they give visibility to the Recovery Act. Inadvertently, Axelrod reveals what’s most important to the Obamunist Administration, namely themselves.

"It'll be a great recovery! Look at all the construction going on!"Man, don't get me started. If I understand correctly, Fed funds are going to work on PA 76 turnpike. It's already a toll road and rotten to the core as to its hiring practices. Now its getting Federal funds too?? I'd be fine with it; IF they dropped the toll due to the influx of fed funds.

Augustus = Reagen - Ushered in an era of peace and prosperity after decades of civil war and riots caused by the collapse of the Roman Republic. Understood the value of bold leadership and personal honor.
Tiberius = G.H. Bush: Old line patrician. Got the job only because it was handed him by his predecessor. Didn't continue Augstus's projects, but since all the enemies had been defeated and the economy was booming he could get away with it.
Caligula = Clinton: Little boots was a party boy and the equal of Slick Willy in every way. Loved at fist because he showed Rome a good time. Later despised as the true depths of his debauchery became evident.
Claudius = G.W.Bush: Everyone thought he was stupid because he had a speech impediment. But misunderestimating this Roman Emperor was a bad move. Conquered Britain and expanded the empire both in territory and economics. But was never popular with the patrician class.
Nero = Obama: Illegitimate. Used money for the improvement of Rome to build himself a palace. Bankrupted the empire. He tried to create an army of actors and prostitutes and send it against the enemy. Last words were "What a great artist the world will lose in me". The damage he did was so bad that the entire dynasty was brought down and never again trusted with the power to rule. He plunged Rome into years of civil war until the seventh son of a mule skinner from the unfashionable hill country took over with the idea that perhaps competence and common sense would be a good idea in leadership.
