Well, you hit on it. I think he wants it fixed, but he doesn't want to propose what needs to be done.
If he walks in and says "Here's the deal. This is the problem. Here is what I propose for a solution." ....then he owns the issue lock stock and barrel. BP washes its hands of the mess ("Hey, Obama said that he has it!") and everyone is happy...
...Until BO's grand plan doesn't work. Which it won't, the best and the brightest are already working the issue and the gov't won't bring anything else to the table. So, the whole albatross will be hung around BO's neck.
So, 'tis easier to point fingers, throw blame, and beat his chest about "looking for some ass to kick". Doesn't mean I like it, but it's the politically expedient course to take.
Until it backfires on him. :-)
