Well, a guy running on just that ain't gonna win - but the fact remains a fedgov authority to prohibit the substance does not exist. Else, prohibition would not have required a constitutional amendment.
Too bad though, the LP wants to muck up this one of all US Senate races. This is going to be perhaps the most consequential election cycle in our history with many major issues at stake, and Rand Paul is right on the vast majority of them.
