Knowing this administration, it could be that they are not biodegradable.

Let me guess... The contractor is a female/minority-owned company launched to get a government contract.

Well, you could always check the web for company info before making such a statement.
In this case, oddly, you are only partly wrong (or right, depending on your viewpoint)
The company in question does have a FedGov 8a setaside contract.
for K9 body armor. FOr cops (not military)
Nothing to do with Army helmets.
Strange world of corporate shells....

What’s the chance it turns out the helmets are actually manufactured in China?

Hi-Tech, these kevvies have had other recalls. Mainly they seem to be too small and were once found to not have enough space between the liner and the shell. And don't worry about surplus. The Duncan Donuts SWAT teams will spray paint them matte black and glue way cool SWAT stuff to them.
IMHO, they chickened out from making it look like the big German stahlhelm of WWI, fearing our boys would look like the new NAZIs. Good point. Although that design really is among the most effective ever designed,
BTW, helmets ain't really supposed to be bulletproof. They're supposed to help prevent shrapnel wounds.

Ditto.
Having done far too many goobermint contracts, 'failing to meet specifications' can mean anything.
And if anyone's ever done goobermint work and has seen the 9" stack of spec book's you know what I mean.

From ArmorSource's web site!Special Announcement
In response to news release published on May 14, 2010 by the U.S. Department of Defense (Army Recalls 44,000 Combat Helmets), ArmorSource was not informed of this recall before we saw the press release on Friday evening. We have not heard from the Government regarding the recall and have no additional information.
ArmorSource is, and has always been, committed to providing products that meet or exceed the government's specifications. We intend to request additional information and to cooperate in whatever inquiries the government might have.
An Army official tells ABC News that the recall notice says the following: there is evidence that the helmets "were produced using unauthorized manufacturing practices, defective materials and improper quality procedures."

Better call in that military helmet expert
Cher.Back in 2006, the 2-star I worked for had to testify after Cher on helmet procurement.
