It's a security guard mentality, or maybe a building superintendant. Keys equate to power in that little world, strange as it sounds. Some of them have a huge, oldfashioned metal keyring and display them on a belt loop.

Well, if you accept that it’s a failed terrorist bombing, that would be the likely reason for leaving them behind. The vehicle needed to be left running for a reason, that required at least a key unless it was hotwired.
If it’s some sort of agitprop, then there’s another set of reasons. I certainly don’t know the mechanics of making a bomb or IED, and all I know about fertilizer is the 10-10-10 that I put on my lawn in the fall. If it’s not just reporter idiocy, and it’s admittedly always difficult to rule that out, using a form of fertilizer that is not explosive makes the whole thing sound, well ... safe, and somebody didn’t want to inavertantly blow themselves up.
Too many loose ends to really form an opinion, imho. But, the propagandistas are out in front placing blame for political advantage, just as during the Clinton administration and just as during the sniper attacks in DC. There are ample reasons to suspect this description, given those precedents. Then again, they could have learned in the interim, but that’s the wildest speculation of all.
Not sure what the heck you might mean by "no one", because I know an entire state full of folks that want to know why and how it happened. We live in Louisiana.
