There is a provision in the AZ law that lets citizens sue the gov agency that ignores it.Yeah good luck on that. The Feds are going to strike this down in the courts anyway on the basis of Civil Rights.

Police will have the authority to stop or detain ANYONE who they "suspect" of being, well, ANYTHING.They already do.
1 in 100 Americans are either in prison or in jail. The police have absolute power as is.
