My guess for the uptick would be companies that downsized staff and slashed budgets last year are now looking to get some projects moving and don’t have the staff to do it. I have certainly seen some of that. You're probably right that this is a big factor.

Obama is certainly creating/saving jobs for tax accountants, tax lawyers, and IRS agents. The wealthy taxpayers are being hunted to extinction.

The wealthy taxpayers are being hunted to extinction. They are hitting and squeezing middle class, the wealthy can either defer or transform or move "income" into lower-taxed vehicles, instruments or locale, or pass along the increases in taxes in ways that are not available to middle class.
