Nobody would ever take what The Great Fulminator said as being incendiary. And when various liberal Black and White speakers called Bush a racist after Katrina, that was not in the least provocative. When liberals scream for violence, that’s just free speech. When conservatives hint that the government is exceeding its charter — a protest with a venerable and respected history in this country — they are advocating terrorism.

I think she's saying that there are some Democrats who are so angry, that they will resort to terrorism in order to make their point. The terrorism is going to be directed against that part of the public who has been taxed enough already.
