The government doesn't consider 401K accounts to be privately owned until taxes are paid on the money. They consider them government property already, so they will nationalize them in some way - probably with some twist so the average doofus doesn't think "his" retirement account is affected. The average doofus has put very little into 401k's anyway, and will see this as a net win. One of the many benefits of living in a country that now has more tax-takers than tax-payers.
