AND JUST HOW COULD THE TEA PARTY FILL THE SLOTS NECESSARY TO AFFECT REFORM IN THE PARTY Varies from state to state. Usually by filing a petition to run for precinct committeeman. If you are unopposed, which you would be in a lot of the country, you are elected. Otherwise you would have to campaign for the election.
