Yes but the Constitution does empower both Houses with the ability to write their own rules.

True but they cannot use that power to violate any other part of the Constitution. My contention is that the seniority rule is such a violation. Term limits is the current method under consideration to restore equality of representation. That is a workaround. I'd rather see the new class of 2010 sweep away the dinosaurs on both sides of the aisle.

Yes but how would the Houses organize themselves?
All of those weasels think they are God's gift to existence.
I can't see any of them putting their egos aside and saying, "Yeah George is better then me in economics, he gets the chairmanship of appropriations." Seniority is used because seniority is easy, no ones tender ego is bruised by a long server geezer getting a chairmanship. I think term limits would at least diminish seniority if not render it meaningless. ( 2 terms, 12 years in the Senate, 6 terms, 12 years in the House, sit out 1 full term to be re-eligible for the Senate, sit out 2 full terms to be re-eligible for the House.)

One thing I have picked from me readings is Congress seemed to be more effective prior to the "democratic reforms" that it imposed on itself back in the early to mid 1970s. Back then it at least could pass a budget on time.

I still think the 17th Amendment has to go !
