It may be arbitrary, don’t know for absolute certain, but I thought it had to do with how much atmosphere exists at that point. I was at the space ship one launch, and also a small unmanned launch in the black rock desert the month before that, and that was the criteria that was used for both launches.

Yes, he will slow down, the 1498 MPH figure was assuming no drag. He will never reach that speed, but there is so little atmosphere at 125,000 feet that he might reach a pretty good percent of it.

I would guess that he would slow down to pretty much terminal velocity of 125 MPH if he fell all the way to the ground. People that know details of atmospheric density vs. altitude can calculate his velocity profile all the way down and have no doubt planned accordingly.

Still, if I could get 2 to 1 odds I would bet he doesn’t survive.
