Ironic that the guy who raised more foreign money than even bill clinton and his Chinese and Indonesian pals should be making this lying complaint about foreign campaign donations.
No, the SCOTUS decision does not allow contributions by foreign corporations.
It looks as if CBS was given this story to run with before Obama actually gave his speech. They’re just passing on the propaganda message. Or trying to. I don’t think it’ll fly very far.

His opinion is of little importance, and not at all based upon law, but a demagogue visceral appeal to keeping out “special interests”.
Well we all are members of groups that form “special interests” that have a right to free speech!
