These people seem determined to rule us instead of govern us.

The fool is too stupid to realise there will come a time when Democrats do not have control of the Senate and may need that rule. Rules work for both sides or rather they are supposed to.

It doesn't have to be, but it can be. The "legislation" can be in the form of a Senate Resolution, having no effect outside of the Senate. See too House Resolutions that set the terms of debate and voting on bills.
