ABC Nightline did a story on this tonight. They specifically said that the exception being granted by DHS was only for children that were already in the adoption process. I think that it's temporary because whatever DHS has worked out with Haitain authorities, it appears that Haiti wanted some kind of review process, after their ministry has been rebuilt. Apparently, the building that actually housed all of the paperwork for adoptions has been entirely flattened.
I do think that this is going to create some problems down the road. I can see these kids being here for a year or longer, and then the Haitan government, after it's reconstructed, says - "Bring the child back, adoption denied". Then what?

Have the SWAT guys grab them and send them to Cuba? Or, perhaps just submit the Pre Adoption Yearly Outgoing Financial Fee (P.A.Y.O.F.F.) to the Haitian government. Lump sum.

I think both are extremely likely scenarios. I've actually been to Haiti a number of times. It is as corrupt as ANY country in the middle-east. I think some kind of remunerative or compensatory payments would absolutely be demanded from these American parents for the children they've adopted.

And that question is supposed to address whether the US should have unfettered migration to the USA from places like Haiti?

Any effort by you to adopt an American orphan might prove some actual concern for him on your part. But you would find out pretty fast that actually being allowed to adopt one isn't so easy, especially for a conservative.
Your points are well taken.
My concern is that the U.S will be accepting thousands of others (including children) suffering a similar hardship in Haiti. In fact, it appears to already be happening.
The whole "adopt an american instead" stance just peeves me greatly, as you can see.
