That would explain it. Reid sends in a bunch of masked men which has been reported to be anywhere from 1 - 4 men with guns with anywhere from a couple rounds to 50 rounds being fired. This helps his anti-gun plan and also paints him as a possible target to get the sympathy vote.

I put almost no credibility in eyewitness accounts. Even if they are law enforcement officers. After 30 plus years I've learned to follow the physical evidence. It doesn't lie....unless it's the OJ trial. /sar

The last radio report I heard only mentioned the one who is deceased, no mention of a second shooter.

FBI Special Agent Joseph Dickey of the Las Vegas field office said investigators believe the gunman was acting alone when he fatally shot the officer and wounded a deputy U.S. marshal. Dickey said the shooting, which occurred about 8:05 a.m. at the courthouse at 333 Las Vegas Blvd. South, doesn’t appear to be an act of terrorism.

Dickey said the gunman, whose name hasn’t been released, died shortly after seven marshals returned fire. Authorities said the gunman was wearing dark clothing and a jacket with a shotgun concealed beneath the jacket.

The shooting occurred in the building’s lobby and the gunman never entered the secure area of the courthouse, Dickey said.

If memory serves, a code "broken arrow" can refer to an accident involving nuclear weapons, or a military event where the commander on the scene calls for an airstrike or an artillery strike on or very near a friendly position which has been overrun by the enemy.

Police were probably referring to the latter.
