Connecticut part is right..just that it is Dodd. Dodd's vote didn't need buying. So I'm sure the request was at the request of Lieberman.

Dodd's vote didn't need buying. So I'm sure the request was at the request of Lieberman.This is seen as a payoff to the unions in CT. Dodd is up for reelection and needs to be able to show some money to his "constituents".
