You see this behaviour a lot in dying regimes. The Fwench Royalty had it before they were mass executed in the Revolt. So too in the events leading up to the 1917 Russian revolt and even in the later Soviet Collapse. You can see in even GM circling the drain where the upper management is one unbroken line of losers.

You have nailed it. Our whole society is shot through and through with this. The idiots are in charge everywhere -- government, business, the markets, academia, religion, etc. -- and the whole mess is collapsing under its own weight.

In previous cycles of history, such crisis periods (about every 80 years) were most often marked by economic collapse and total war. This one will probably be the same.
