I have been in this business for 35 years, how about you? It takes quite a bit of time to stop a program internally, and existing equipment has to have spares, and support equipment. Obama has been in office less than a year. It is recoverable. But like I said, the new CIC may not choose to restart, but until one does fill the vacancy, it is the contractual obligation of the program to continue and be financed. I never said it would be easy, or slow to restart, but the wheels are in place for that to happen on every government program.
Point of order, the JCS do not send troops into war, they are not in a warfighter role and are not empowered to do anything of the sort. NORTHCOM, the combatant commander for this region (US), if anyone, would be charged with removal.
But, US Marshall's would likely be the one’s, if this comes to pass. . .which I do not think is likely.
