The GOP party apparatus in Maine is an insider's game. Cohen, McKernan, etc. Even the "big name" conservatives in the state don't get a fair hearing, unless they do it on their own dime.
My dear FRiends, we need to keep Obama’s feet to the fire, and make him sweat. He doesn’t like a challenge or to lose. We keep the pressure high for him, and he will crack, and explode like a pan of Jiffy Pop. I’m praying his TelePrompTer goes out tonight and he bumbles and rambles. I hope he’s so worried about tonight’s speech, that he’s constipated and has hemorrhoids.

The Senate schedules its votes by unanimous consent. If consent is not unanimous, then debate continues, until consent is unanimous. You can see that this might cause votes to never happen, faced with a single obstinate Senator. So, in order to limit debate, the Senate uses a device called "cloture" (roughly out of Roberts Rules of Order), where, if enough of the members are ready to vote on the underlying matter, they can get around the senator(s) who is withholding consent to vote. IF 60 Senators agree to limit debate (i.e., "pass the cloture motion"), then debate is limited, and the will happen, notwithstanding the withholding of consent to vote by one or a few (up to 40) senators.
Failure to get 60 or more votes for cloture means debate can continue. The subject of debate isn't disposed of in any direction, by the cloture vote.

Any senator can object to, and delay, voting to confirm any nominee, for any position. The home state courtesy relates to nominations for judicial appointments, and the "blue slip" is an artifact of the judiciary committee process.

Yes, we understand what a cloture vote is. We also understand that without a cloture vote, there is no up/down vote. This is what was done to Miguel Estrada and others. We understand that, as usual, the pollyanna pubs turn the other cheek and “do the right thing” to give the nominee an up/down vote, which nearly always ends in confirmation, while that civility is NEVER reciprocated.
Without a cloture vote, there is no confirmation. That is the only way to stop the appointment, not through the up-down vote. With 7 pubs voting aye on cloture, it gives cover to moderate rats to vote aye on confirmation even though they voted nay on cloture. So, yes, we know the difference. But apparently there are some such as yourself who don’t understand the importance of it.
This quandary that Big Zero is foisting upon us is actually a benefit to my wife.
