People are agitated and angry, and for very particular reasons. And if the Beltway scum are wee-weed up, it's probably because they knew they were going to have to face the music of their angry constituents this month.

After several studying this "wee wee'd up" phrase all day and reading the spin that ranges from bed-wetting to "getting all nervous for no particular reason", I have had an epiphany (after several happy hour martinis) and I think I have now solved the riddle.
Everyone has heard of "one upsmanship" in any competitive situation, and I think that is where the "up" comes from.
Male children have historically named their penises "my pee pee", and it is not far from the phrase "wee wee".
We know that Obama is a narcissist and a megalomaniac from his actions and from what prominent people in the know have written about him.
It is therefore not too much of a stretch to interpret the phrase "wee wee'd up", whether consiously or subconsciuosly as "who has the longest penis", and is willing to use it to get the job done.
